The existing pension system, which is based on the principles of distribution and solidarity between generations, could not even upgraded to the changing socio-economic environment to ensure a decent standard of life for present and future pensioners even more. All this necessitated the transfer of pensions to an insurance basis with the addition of the storage element. However, such global changes of the pension system could not touch and other kinds of pensions.

April 17, 2001 The Russian government approved the program of pension reform. The essence of this reform - a gradual transition from the PAYG pension system funded. This means that future retirees will earn a pension from the first day of their employment.

Practical implementation of the pension reform started on 1 January 2002, following the entry into force of a number of federal laws. Fundamental legislative acts, which are currently set the standards and conditions for pensions are as follows:

- The federal law from 15.12.01 N 166-FZ "On State Pensions in the Russian Federation" (as amended by Federal Law of 11.11.03 N 141-FZ);

- The federal law from 17.12.01 N 173-FZ "On labor pensions in the Russian Federation";

- The federal law from 15.12.01 N 167-FZ "On Mandatory Pension Insurance in the Russian Federation."

It is hardly an exaggeration to say that the pension systems are the core, the basis of the national social security system of these citizens in a modern society. Due to the pension cash to satisfy the most diverse human needs for food, clothing, services, etc., like the cash payment. All other forms of assistance and care for the elderly and disabled people are designed to meet their specific needs, usually in excess of pension (prosthetics, free services, maintenance and service in nursing homes, etc.). An indication of the state pension is the establishment of conditions and rules of pension schemes by the state, along with the determination of the order of their generation and spending of the funds for its payment (mandatory pension insurance, allocations from the state budget).
